Monsignor Charles P. Taaffe, Rest In Peace

Dear Life Advocates,

On Saturday, July 5th, at approximately 3pm, our dear Monsignor Charles Taaffe went to the Lord. His services are pending and I'll keep you apprised of them.

Here was a man who will now see the children he has saved and the lives he has changed by doing the Will of the Lord in his life.

I am proud and humbled to have called him a friend and for his guidance and prayers for VOCAL and all the people of Oregon for all these years.

God Rest His Soul and May Light Perpetual Shine Upon Him.

[Nota bene: When sending mail to the Holy Father, do not place the word 'Italy' on the envelope. The Vatican is an independent nation and Italy's mail system routinely misroutes mail addressed to the nation of Vaticano.

When the Vatican sends mail back to you, you'll notice it is commonly postmarked from somewhere within the U.S. That is due to Italy's mail being so unreliable. The Vatican uses its own Vatican couriers routinely traveling to the U.S., on a daily basis, to carry US mail overseas and upon arrival in the U.S., the mail is then dropped off at a local U.S. post office.]

Supreme Tribunal of the Apostolic Signatura is the administrative appellate tribunal of the Holy See and, consequently, the highest judicial authority of the Catholic Church besides the Pope himself. The form for strangers in Rome to cases of matrimonial nullity in extraordinary circumstances, and for grave reasons; it supervises the proper administration of justice; it provides for the establishment of regional and inter-regional tribunals; it enjoys the rights assigned to it in concordats between the Holy See and various nations.

The Tribunal settles questions about the exercise of administrative ecclesiastical power, which are referred to it. It also passes on conflicts of competence among the departments of the Holy See; it exams administrative matters referred to it by the Congregations of the Roman Curia as well as questions committed to it by the Holy Father.

Appeals in standard judicial process, if appealed to the Holy See, normally do not reach the Signatura. Those go to the Sacra Rota Romana. However, a few special processes are adjudicated before the Signatura: Conflicts of jurisdiction between two or more tribunals or dicasteries; Administrative acts of ordinaries and dicasteries (including penal cases decided without using a court); Petitions for a retrial of a Rota decision due to the decision being null; and, matters involving advocates and inter-diocesan first instance and appellate tribunals.

Whereas a Rota decision could, if not res judicata, be appealed to another turnus of the Rota, there is no right of appeal from the decision of the Signatura (can. 1629 §1 CIC).
